James Price

James is a disabled veteran of the U.S. Army who spent over 30 years mastering federal procurement. He retired as a Branch Chief and Senior Contracting Officer at the National Oceanic and Atmospheric Administration (NOAA) and served as a Contracting Officer at the U.S. Environmental Protection Agency (EPA) with unlimited warrant authority.

Throughout his career, James:

  • Managed contracts from small awards to multi-million dollar opportunities

  • Received the Gold Medal from the EPA for Hurricane Katrina relief efforts

  • Earned the Silver Medal from the U.S. Department of Commerce

  • Awarded countless contracts to businesses of all sizes

James knows what contracting officers look for in proposals because he was one. He understands how decisions are made, what gets you disqualified, and most importantly how to position your business to win.

Now, he uses what he’s learned to help small businesses compete without needing their own expensive acquisition teams.

Stormy Price

Stormy spent over 30 years at the Social Security Administration (SSA), where she became an expert at solving complex federal problems. She helped citizens navigate confusing systems, identified what was blocking their claims, and made sure they received the benefits they earned.

Stormy understands:

  • How government agencies operate internally

  • Why bureaucracy creates bottlenecks

  • How to work within the system to get results

  • What it takes to stay compliant with federal requirements

Her experience means Pacific Valor clients get guidance from someone who knows both sides: how to run a business AND how the government thinks.

Jocelyn Price

Jocelyn runs the day-to-day operations at Pacific Valor, focusing on business development, readiness assessments, client strategy, and partnership management. When her James’ former clients started asking for help with government contracting, he asked Jocelyn to take a leap of faith and build Pacific Valor with him and she said yes.

What she brings:

For the past six years, Jocelyn worked with a leadership development consulting firm that helped organizations where getting it right really mattered. If school leaders failed, students suffered. If hospital leaders failed, patients suffered. If nonprofit leaders failed, communities suffered. She knows what it takes to lead when the stakes are high.

Jocelyn also understands small business operations from the inside. She's worked in small companies where teams are lean, budgets are tight, and every decision affects profit and revenue. She knows what it feels like to operate without extra resources and how to make it work anyway.

Jolei brings both academic excellence and athletic discipline to her role at Pacific Valor. She earned her Master of Science from the University of San Francisco and her Bachelor of Science in Marketing from Cal Poly.

As an NCAA Division I volleyball athlete, Jolei was recognized multiple times for her performance. Balancing a demanding athletic schedule with high academic performance sharpened her ability to analyze complex issues, stay disciplined under pressure, and execute with consistency.
