Our Story
Pacific Valor was born out of service.
Before they built careers in federal government, James and Stormy Price first served their country in the U.S. Army. Their shared foundation of discipline, perseverance, and loyalty forged in uniform still anchors Pacific Valor today.
Together, they bring over 60 years of federal government service dedicated to helping others.
James spent more than 30 years in federal procurement, retiring as a Branch Chief & Senior Contracting Officer at the National Oceanic and Atmospheric Administration (NOAA). Prior to NOAA, he served as a Contracting Officer at the U.S. Environmental Protection Agency (EPA), where he had unlimited warrant authority - meaning he could approve multi-million dollar contracts.
During his career, James won multiple awards including:
Silver Medal Award from the U.S. Department of Commerce
Sustainability and Environmental Stewardship Award
Executive Leadership Certificate
Gold Medal from the U.S. Environmental Protection Agency for his work during Hurricane Katrina
One of his proudest moments? Signing a multi-million dollar contract award to a small business on the hood of a car during Hurricane Katrina—proving that when it matters, he finds a way to help businesses win.
Stormy built a 30-year career at the Social Security Administration (SSA), where she became an expert at navigating complex federal systems. She helped citizens who were filing claims receive their benefits by identifying what was blocking their approvals and guiding them through the complicated bureaucracy. She knows how the government works from the inside—and how to cut through the confusion.
After James retired, they saw something clearly: small businesses were struggling to navigate the federal contracting world. Former business owners kept reaching out to James for guidance. They needed help and James and Stormy knew they could provide it.
Together, they launched Pacific Valor, a Service-Disabled Veteran-Owned Small Business (SDVOSB) committed to helping small businesses compete and win in government contracting.
The name Pacific Valor honors both their service:
